I know that most of Amercia's public schools and libraries have access to broadband internet already thanks to the federal E-Rate program. However, there are still parts of the United States like Alaska that only has older telephone lines that were primarily designed for voice and telegraph communications that at maximum can support asymmetrical DSL of 6 MBPS per second of download speed and 512 to 756 KBPS of upload speed. The only cities in Alaska that are likely to have true broadband connectivity and even fiber optic connections are Fairbanks, Anchorage, and Juneau. Most of Alaska's schools are forced to have dial-up, satellite, or 2G/3G cellular connections all of which are slow and can be unreliable at times.
